All voting members (planners and suppliers) on the official election roster will be sent an electronic ballot on Wednesday, January 28, 2026. Voting closes at 5pm Eastern daylight time on Tuesday, February 3, 2026. After voting, you will not see or receive a voter confirmation. Election results will be announced by February 12, 2026.
Gilmer Institute of Learning Trustee: Education & Programming
Victoria Nail-Taylor, MBA, CMP, CGMP (Georgia Peach Chapter)
Victoria Nail-Taylor, MBA, CMP, CGMP is a seasoned government meeting professional with more than 20 years of experience planning and executing complex meetings, conferences, and high-profile events within higher education and public-sector environments. She currently serves as Program Manager and Administrative Director for the NSF Engineering Research Center for Cell Manufacturing Technologies (CMaT) at the Georgia Institute of Technology, where she oversees all aspects of meeting and event planning, including NSF site visits, retreats, advisory board meetings, and partner convenings.
Victoria brings deep expertise in government meeting compliance, logistics, contract review, budgeting, and stakeholder coordination, regularly collaborating with federal agencies, academic leadership, and industry partners. Her previous experience includes managing an $8M portfolio of government-focused professional education programs, coordinating multi-day training events across numerous locations, and ensuring alignment with federal and institutional requirements.
A Certified Meeting Professional (CMP) and Certified Government Meeting Professional (CGMP), Victoria is committed to advancing education, best practices, and professional development for government meeting professionals. As an active SGMP leader and outgoing Chapter President, she is eager to support the Gilmer Institute of Learning by contributing practical expertise to curriculum development and educational programming that strengthens the profession.

Willma Harvey, CGMP (Louisiana Chapter)
Willma Harvey serves as Director of Sales & Business Development for the River Parishes Tourist Commission, where she leads strategic sales initiatives, marketing partnerships, and destination product development to drive visitation and measurable economic impact across St. Charles, St. John the Baptist, and St. James Parishes in Louisiana.
A member of the Society of Government Meeting Professionals (SGMP) since 2020, Willma currently serves as a Gilmer Institute of Learning Fundraising Trustee and is a Certified Government Meeting Professional (CGMP). In her leadership role, Willma—along with the SGMP Fundraising Team—helped lead one of the organization’s most successful silent auction fundraising campaigns, generating significant support for SGMP’s professional development and education initiatives.
Her work reflects a strong commitment to industry leadership, strategic collaboration, and advancing professional education within the meetings and tourism sector.
Gilmer Institute of Learning: Scholarship & Certification
Jackie Ramos, CGMP (Rocket City Alabama Chapter)
Jackie Ramos is an active leader within the Society for Government Meeting Professionals (SGMP), currently serving as 2nd Vice President of the Rocket City Alabama Chapter. In this role, she supports chapter operations, member engagement, and strategic initiatives that advance SGMP’s mission through education, collaboration, and service. She previously served as Supplier Director, where she focused on strengthening partnerships, elevating supplier engagement, and reinforcing a balanced, inclusive chapter structure.
In addition to her SGMP leadership, Jackie was a key member of the opening team for Trilogy Hotel Huntsville, serving as Senior Sales Manager. In this role, she helped launch and position one of Huntsville’s newest hotel properties, gaining hands-on experience in hotel openings, market strategy, and relationship development. This experience has strengthened her understanding of operational leadership, fiscal responsibility, and the importance of strategic partnerships—insights she brings directly into her work with SGMP.
Recognized as SGMP’s Top Young Professional in 2023, Jackie brings a strong understanding of governance, policy, and responsible leadership. She is especially passionate about aligning fundraising and sponsorship efforts with high-impact initiatives such as education, scholarships, and professional development opportunities that support the long-term success of SGMP members.
Jackie is a strong advocate for supplier–planner collaboration, recognizing its critical role in organizational sustainability and financial health. She is committed to transparent stewardship, meaningful engagement, and ensuring SGMP remains a valuable investment for its members.
SGMP has played a defining role in Jackie’s professional growth, inspiring her dedication to hospitality, service, and leadership. She earned her Government Meeting Specialist (GMS), and Certified Government Meeting Professional (CGMP).
